Would someone please update me on who runs the fuel facility opposite the Town Quay in Poole and whether or not you need an account to use it? (If so, to whom do I apply?).

I’ve heard about ten different variations on the supplier, owner, need to have an account, hours of operation and looking at past posts on this forum it’s evident that ownership changes regularly!

Finally, are yachts welcome or considered a pain and generally ignored Or put to the back of the queue?

It’s like most other fuel pontoons - simply turn up and get fuel. Pay with card.
Commercial vessels also use it and they may have accounts and cards to fill up when the kiosk is closed.
Watch the current when going onto it off the pontoon.

Also note the spare unconnected pump nozzles on top of the pumps if you visit. The trick is to take the hose and nozzle to your boat before doing anything with the payment card, put a spare nozzle back in the holder on the pump, then do the card thing in the machine. When you get the OK from the card machine, remove the spare nozzle and the pump will start so you can fill.

If you do card, remove proper nozzle, struggle to boat in what you think is the normal sequence, by the time you get to the boat the pump has timed out, then your card won't work again, then you go home cross with no fuel. Ask me how I know.

If you mean the one by the bridge and next to Sunseeker it is:

Certas Energy UK Limited T/A CPL Petroleum
Lyons Road
Trafford Park
Manchester
M17 1RN
Sales: 0345 608 8003
Accounts: 0345 606 7638
Email: FuelCardSupport@certasenergy.co.uk

You can just turn up and pay on a credit card rather than having their fuel card, but I think it is slightly more expensive.
Do you know if an individual can get a Certas fuel card please?
