I have seen the suggestions for various cleaners or solvents, but sad to say having "been there-done that" myself my conclusion is that the dyes used on plastic bags react with the vinyl, and the colour goes deeply into it. It cannot be removed by abrasion without damaging the surface and any solvent that will remove the dye will probably dissolve the vinyl. The best I managed was to fade the colour slightly, before I gave up and had the seat in question re-covered.
