Plywood in the deck joint

Over the weekend I looked around a new AWB type yacht with view to purchase and was generally impressed with the finish but one thing troubled me.

From the anchor locker I could view the hull to deck joint flange and noticed that the builder seemed to be using plywood as a packing material in the joint.

Is this usual practice at the budget end of the market? 10 years later I could imagine owners having to gouge out rotting plywood following slow seepage from leaks then repacking with a more suitable material.

I've never heard of it, and it doesn't sound too clever. Are you sure it wasn't just a local stiffening for bow cleats, pulpit or some such? Presumably the salesperson had an answer?
