Play in Ultraflex Steering

I have just bought a Norman 20 with an Ultraflex steering system. When I turn the steering wheel, the 'spring-like' wire in cable moves instantly at the steering wheel end but not at the outboard. The steering wheel needs to turn an inch or two before the outboard moves. The Ultraflex looks to be quite new.
Is this normal or is the something wrong with the set-up?
Any advice would be appreciated.

Sounds like a cable problem. Wind the steering hard over on the pull side and see if you can turn it further as the cable stretches. If it does then it needs replacing. Not terribly expensive.
