Caused by UV deterioration. The deteriorated surface can be scraped off, but the underlying area is more vulnerable.
The rate of deterioration depends on the exact polyprop mix being used; some go in 3 years of Med exposure, some last 6 years, irrespective of colour.
Protection from UV is the only cure. Old cotton T-shirts don't look so hot, but do the job . . .
