PLA Health Requirements

The legislation applies to ships arriving from foreign ports - but it is all ships and boats - so does apply to arrivals from abroad.
Denton is the quarantine anchorage.
 
Does not affect private yachts and vessels returning to this country from Europe only effects vessels (ships) needing to fly yellow . Spoke to the PLA this afternoon for clarification.
Follow the advice by phoning NHS help 111 if people on board are unwell.

I thought as much but the PLA Notice is very misleading with the dogmatic use of ALL ; it even implies that vessels coming into the Port from the non-tidal Thames are to report, which is highly unlikely to be the case, even though people West of Teddington are an unhealthy lot.
 
I asked Port Health:
"With reference to: https://server1.pla.co.uk/assets/3of2020-maritimedeclarationofhealth.pdf , do you really mean ALL in capitals, bold and underlined? Taken literally, it covers small leisure vessels entering the PLA area from adjacent counties or even from the non-tidal Thames at Teddington."
Their reply:
"We require vessels arriving from outside the PLA area to complete the Maritime Declaration of Health."

The VE 05 form that has to be emailed to Port Health is at:

Presumably the "foreign ports" in the form is temporarily over-ridden by "ALL"

Thank you for your reply. However, I still think that your position is impracticable and, unless there is a London pandemic of which the public is unaware, is ludicrous.
I request that this matter is reviewed at a senior level, quoting the examples in my original email, plus the further example of: ‘If I get the bus from Teddington to Richmond or drive from Essex to London, there is no four-page form to complete, so what’s the difference if I do those journeys by private boat?’

Suspect that the 2020 version of this is still in force as are many other regulations which probably still apply to any floating craft big or small should the authorities wish to make an example of somebody.
An example recently was the extradition and jailing of the "clown" in a small speedboat who caused the death of a young lady in the Thames recently.
The Medway was frequently used as mooring for isolation ships.
One of the islands has graves where the sailors would did not survive were interred.The bodies were not allowed ashore.

PB and I have received contradictory advice in writing.

I hope your view prevails (and think it should) but I would like to see it confirmed in writing - and a re-issue of the MSN with clearer wording.
 
PLA have amended NTM 4 of 2020 (and emailed me).

The text now reads:
The PLA has been requested to issue the following updated message on behalf of the
London Port Health Authority regarding requirements to submit a Maritime Declaration of
Health:
Please ensure that a Maritime Declaration of Health is completed and conveyed to the
London Port Health Authority via porthealth@cityoflondon.gov.uk and
porthealth.denton@cityoflondon.gov.uk for ALL vessels arriving into the port of London
District from outside UK waters until further notice.
 
I asked for clarification that it does include private yachts and boats. The wording would suggest it does. I will let you know what they come back with

Hello David,
Thank you for your e-mail.
The vessels below are normally excluded.
At the moment we are trying to monitor the commercial ships and cruise ships.
Obviously, if there is a sickness issue on smaller vessels, we would need to know.
