Pilot Jack?

Not sure where to ask this.

I recently travelled to Liverpool & noticed on the Mersey that several boats, in particular a couple ferries were carrying a Pilot Jack on the bow. This was both underway & when docked. What does this flag signal?

The Pilot jack I describe was a Union Jack with a think white border.

Not much as far as I know. Its a civil pilot jack that can be worn at the bows of any british registered civilian vessel.
