Any bright ideas? Come the time to raise it from its winter sleep - nothing ! Absoluteley solid. Even when decompressed the start handle wouldn't budge. What could be the problem? Oil is Ok - she was flushed with fresh water and drained , I don't really fancy the huge cost of getting an engineer out - what else should I try?

Probably stuck on the rings.
On the rocker covers there is a oil primer for each cylinder I would fill these with diesol
and squirt into the cylinders a couple of times each cylinder.
leave it to soak for a day or so, then try again.

The petter mini twin should not be drained over winter, being a alloy engine the water ways will clog with deposits forming in the waterways.
better to leave it full with a mixture of fresh water and anti freeze. IMHO.

Before assuming it's seized, which it probably is, check to see iof the starter is jammed, in the ring gear.
But a little plus gas in the bores through the oil injector holes should do the trick, if it is seized, it's probably only slight corrosion. Next time inject some oil before laying up and also as the other guy said, water with corrosion inhibitor antifreeze, in the engine, do not drain.
