Thanks for all advice I received awhile back concerning this engine, one more thing for now, the air intake should have a paper element inside mine is missing...what can I use in it place? Or where can I get a new element.

Mine doesn't have one either, and as far as I know it never has. The manual I have has no mention of one, where did you see that one should be present?
 
Mmmmm.. Says M30, so presume the M means marine.

The book at the link below covers the marine version of this engine, it also shows the cooling fan that is not fitted to marine, I think its fair to assume that it's a one book covers all situation.

Also the UK built engine has a tubular inlet where the one built in Japan has a rectangular mesh, neither have a paper element.

On my Volvo mb2020b (a Perkins by any other name) it only had a drum shaped sponge foam air filter.
This finally started to crumble several years ago so I got one(metal frame/paper element) from a car accessory shop that specialises in sports car air filters.
Look on ebay or google for a Performance air induction filters(automotive). Then find one which has the right size bore for your Perkins.
K&N air filters are expensive but very effective so look around.

Mine didn't have one either, just a metal mesh. Not a lot of dust or sand or whatever flying round in the engine compartment, I would have thought.
