Much as I hate "experts", I agree with PVB.
A problem with such a new engine is very unusual and as you've ruled out everything else, I suspect must be something to do with the injector pump or the governor or something esoteric like that.

There are no Volvo Penta engineers around at the moment. So this is D1-30 problem, not saildrive?

Try running on temp tank higher than fuel pump

I reckon you've ruled out any problem with the saildrive / propellor. They're not that complicated and as it spins freely and doesn't make any inappropriate sounds I can't see what can be wrong with it.

You still have not said what the size and weight of the boat is; being over propped would be the obvious answer to the problem.
