Hi im trying to find a copy of the magazine or more specifcally the lesiure 23 test in this edition. Does anyone have a copy?
 
I might have a copy stashed away in loft - I'll have a look on Sunday eve when I get home. My wife's family had a Leisure 23 in the late 70s to early 80s, what specifically did you want to know?

Just had a look in the loft, and I haven't got Feb 98 unfortunately. I've got an awful lot of old PBOs, but the late 90s was a time when I only bought a copy occasionally.
 
I fear you may be disappointed if you do manage to track this down. If it is the one I remember it is a short article with no 'tests' as such.
Just a slightly praising opinion saying that L23sl is well designed below decks and sails fairly well.
I have this boat myself and would also advise checking out Owners Association website for in depth reviews/opinions/technical details etc.
In fact there is a dedicated 'handbook' for most of the Leisure designs, very valuable resource.

I use to own a Leisure 23 and as I remember, the PBO article started
"leisure by name and leisurely by nature" and they weren't at all flattering on its performance.
I agree with them but the boat was quite roomy, safe and tough but in my opinion the outboard was hopeless on its lifting bracket sticking way off the transom, in a chop or with someone on the bow it spent a lot of time almost out of the water and trying to go astern was pot luck at best. I fitted an used diesel inboard and I think it transformed the handling under motor completely but the 3 blade prop and extra weight didn't help the sailing performance any.
 
Try trawling through the last few months of the For Sale section. There's usually someone trying to get rid of back copies of the mags but usually no one will take them. I ended up just binning mine after about three attempts to find anyone who would just take them away.

I am a member of the leisure owners association as i own a 23 although not an SL i was hoping the article may be a little more in depth but it didnt tell me anything iz didnt already know

No one places any value on something with no cost. Try selling them. There are back copies of PBO and YM for sale on eBay at almost the cover price!

There's always some chancer on eBay trying to sell something at way over its market price. I doubt they hit the jackpot that often, but when they do it's easy money.

Meanwhile I had a 5' pile of old mags that had become a nuisance. My main motivation was to get rid of them, which I ultimately did via a recycling bin. It was only a secondary motivation to offer them to a good home.
