I doubt you ever tried painting on top of the surface that you thought was cleaned or if you did that you tested adhesion? I was referring to silicone oil/greases and they are pigs to remove.

+1 silicone anything (or so it seems) banned from the paint shops I visit.
 
What I like to use when permenacy is required, especially at masthead and other exposed areas is liquid neoprene. Every time I have peeled it off everything is bright, also helps with vibration disconnects is you use a good dollop, disadvantage is cost and ease of availability.

I like reading about successful repairs done with what was to hand. I'm not too bothered if there was a better ideal solution. Otherwise we end up with "Ooh, you splinted the broken arm with sail battens and then carried on across the pacific. You should have used proper orthopaedic splints, and it's a disgrace that the editors didn't say so."
