How do people get around that, living on the hook and not having an address when renewing a uk passport?

You could consider phoning the passport help desk. (They're the guys in the best position to advise).
Check your credit report (Noddle/Clearscore) what address are you down with on them?
Do you happen to have a 'home' marina? You can supply them with that address prefixed with 'S/V .... Berth 1' etcetera. Where do you get your usual mail delivered to, so where HMRC send notifications?
Sometimes, putting down your best bet and then wait for a problem to occur in the application process actually gets people further than they thought they might get too.

Fibbing seemed to work just fine. 
Not sure if they run many checks just for a fast track renewal.

Some time you just have to tell the odd white lie to get what you want .
