Policing may help stop things like the 5 idots on jetskies going over the wake of a tanker trying to leave port down Southampton Water about nine months ago. All we heard on the VHF was the tug captain saying they would have to stop for it was too dangerous to carry on.

Why doesn't it work? It works at Cowes where the hoabourmaster soon slows you down if you go over the speed limit.
I keep to speed limits were they exist not because I am trying to be good but because I believe they are there for a reason. The bonus is both my friends and myself probably enjoy the trip more up the Beaulieu River for we have time to take in the things around us.

Maybe there should be rules as common sense does not seem to work if you see how many people do not wear them.

I am a litlle surprised you think your enjoyment would be curtailed if there was a bit more policing. Unfortunately human beings often have trouble policing theirseves especially when the rules are vague and open to interpretation.
