part 1 registry possible for most countries?

Maybe not most countries, but quite a few.
Does this mean it's an option for anyone from these countries to get a part 1? Seems so..
(Assuming you can afford to fly out a tonnage surveyor....)

5. In regulation 7(1) (persons qualified to be owners of ships to be registered on Part I of theRegister)—
(a) after sub-paragraph (e), insert—
“(ea) Commonwealth citizens;
(eb) citizens of a country listed in Schedule 6;

(q) Switzerland

(s) the United Arab Emirates, and
(t) the United States of America.”
 
No real change from existing practice. When I registered a Yacht under Part 1 in the 1970’s I had to prove all the capital was British owned.
As ships became larger and more complex finance had to be obtained from across the globe. Consequently Prescott ( I believe) had the Merchant Shipping Acts amended so that British Registered Ships could have share owners from many different registered countries. Most large ships have 64 shares, which are then purchased by the financiers from many different countries
