You can only do that if you are not resident in the EU and you apply for temporary importation, and the boat is registered outside the EU. There are significant restrictions on how the boat is used and by whom - and it cannot be sold in the EU. So, useful for genuine non EU visitors, but not (legally) for anyone else.Not least, if the yacht has been bought cheaply on the otherside of the pond, it can sail around Europe for 18 months without paying vAT and just by sailing south to Maroc and back, renews the 18 month period. Maryland has similar rules.
