We bought a small MoBo in July this year. I have just been going through the paperwork tonight as we have just booked the small boat safety exam and I needed the HIB number.

In the paperwork pack I found a small envelope which contains a completed MCA "Bill of Sale" document(MSF 4705) completed with the previous owners name etc, my name etc. and signed by a witness. There is no clear indication from the broker what exactly I should do/should have done with this. The forrm itself says send it off with the appropriate fees to Cardiff - should I have done this?

what are the fee s for ? think paperwork on smaller boats is always poor , both the last two boats i have owned paperwork is sketchy at best and one of those was bought through a broker. A bit like car maintaince /service stamps !!
 
The Bill of Sale is your title to the boat - that means you own it. When you come to sell it the buyer will want to see this as the evidence that you own the boat and can sell it to him.

The MCA form covers both registered and unregistered boats. You only have to send it off to Cardiff if it is on the Part 1 register to register the change of ownership. If it is not on Part 1 then ignore it. The broker should have explained this to you. Go back to him if you are not clear about any of the paperwork.
