Looking to carrying out some repainting of the topside. Looking at using International paints over a previously painted surface. They suggest using thinners No 9 to test the paint before painting, makes choice between 1 or 2 pack paint. At the moment cannot find any thinners no 9, small amount anywhere in our marina. Question what is thinners no 9 and are they any equivalents, or is there any other way of check if the paint is suitable for 2 pack.
If I have to use single pack, will be using International Toplac, any good? and how does it compare to 2 pack paint.
Any other suggestions on painting, how to paint, helpful hints etc also welcome

Can't help on the thinners. However, Toplac good stuff. I used it on my topsides when it first came out. Long lasting and does not fade (dark blue). As usual good preparation important but it goes on very easily - easier than 2 pack. I use a traditional brush but some recommend roller or foam brush. I have recoated after 5 years but not essential as you can touch up scratches etc without it showing.
 
Both International and Blakes produce helpful and comprehensive painting guides. For topsides I have heard of good results from a comcination application of paint pads and brush. It is a two person job with one applying the paint with the pad and the one behind "laying off" with the brush. A reasonable temperature and a dust free environment are key elements. Hard to find in a boatyard this time of year! Toplac is good stuff.
