What sort of paint would I re-coat the red in my brass ventilator (from bare metal)?
and....why is the inside of a cowl ventilator always red?

In answer to your question, I would say that you need a good acid etch primer, there is a very good one available called Acid 8, Google it, you will probably find some, if not PM me and I will arrange for you to have some. (large aerosol). After the primer, any good enamel will do, it's the primer that keeps the paint on, and a good undercoat for red is white.
Oh really - never heard of that.
Maybe that is why some are blue painted blue? What are the shades I should avoid as I have a propensity to get bitten?
Much of a muchness in my opinion. An open (tall) mushroom is just as good at catching rope and the amount of ventilation is the same. I really like my cowl (beaten not spun but still quite weak - I agree) so its really an aesthetic decision to keep it. You'll be please a seamanlike mini bronze mushroom is planned to go over the galley stove when I can afford one as they are horryfyingly expensive.
