Paint won't dry!

I've been painting my boat using the 'rolling and tipping' method. I bought the paint from an online source called Premier Paints and went for single pack, white spirit based for ease of application and cheapness. The undercoat went on fine and dried within a few hours. However the topcoat which I applied 10days ago is still slightly tacky and when pressed with a finger, retains the finger prints although they disappear after a while. I want to rub it over with fine abrasive before putting on the second (final) coat and it is obviously not hard enough to rub down yet so I am prevented from finishing the job.
Has anyone else had this problem.
I didn't thin the paint down and wonder whether I should have. The instructions on the tin say it can be thinned up to 10%.
 
is it in a location where the vapours can clear?

if its in a location that is similar to a "tray" with raised edges then the heavier than air vapours remain contained across the surface and prevent the paint from drying. So floor or bilge locations can suffer from this.
