Four stroke

All the 3.5 Tohatsu's (3) and the Mariner rebadged 3.3, that I've owned, are/were two strokes.

Their new range of 4-strokes does include a 3.5 hp, which is an uprated 2hp.
These both weigh double as much as their 2-stroke alternatives did.

It is illegal for those retailers within the EC (excluding the CI), to sell 2-stroke outboards. It is not illegal to own one.
There are, however, a number of places around the Med that you can buy grey 2-stroke imports - Sicily, Malta, the N African countries to name a few.
