Outboard tilt problems

Hi all,
I'm sure someone out there will be able to help with this.
When lowering the engine the other day, the tilt process slowed then eventually stopped when the engine was at the top of the power trim (when the trim motion slows down), and there it remained! Now all I get is a click when I hit the tilt switch, on the remote controls and the engine control.
Any ideas?
 
Sorry, edited post as re-reading I now understand engine is not in tilt up position... Still maybe worth checking adjuster on tilt mechanism ... so if fairly modern rig you will have some sort of adjuster that will stop the engine at its maximum tilt for your design of boat, in other words just in case the engine would hit the boat at maximum tilt. Usually some sort of switch connected to the engine steering tube, and usually has a sort of ratchet adjuster, see if by twisting slightly it will then allow the engine to once again to lower fully and tilt & trim as normal....
 
As per Firefly625 check the locking thinghy.
Try the tilt button/switch on the outboard.
Check the battery aint poorly.And its connections.
Check the hydraulic oil res ( depends on the age of the engine)for the tilt mechanism.
There is also a tilt relay.
