Outboard stutters in mid rev range

Have you tried a new plug? Always a good start.

Well, thanks for all the ideas guys. I wound up changing the inline fuel filter for a larger one and the revving down and up again is still there, but has moved down the rev range to a speed I don't often use, so I'm just living with it. Very odd, though!

If all your efforts have failed so far, here's a bit of a left-field suggestion. I had a similar problem with my Tohatsu 3.5. After stripping & cleaning the entire fuel system several times to no avail, the problem turned out to be a bad earth for the coil. The terminal to the engine block was corroded, so the spark was intermittent. A good clean and the engine was as good as new.
 
No one has mentioned yet air leaks in the carb, particularly if the carb top isn't well seated. The only other thing could be muck or damage in the outlet of the main jet, which could result in incomplete atomisation with lower levels of airflow at mid range
