Outboard gear slip?

Got a problem with my outboard. When you get to about half power its like there is a clutch slipping in the prop. I don't think its cavitation and its definitely not something round the prop.
Now my guess is that there is a sort of slippage device in there that allows slip in case of impact with an object, like a shear pin but not one that needs replacing every time you hit something.
Does anybody have any ideas on what it could be? Its a 2002 Suzuki 15hp by the way.

The prop hub is slipping, new prop req.
 
So would that be a splined surface that the prop slides onto and then is bolted on top? Would it just be stripped?
 
Im not familiar with this prop but a spun hub usually means the splined area on the prop is spinning seperate from the outer hub and blades if it has a rubber damper its a new prop or if they do them steel developments to get it repaired,if it has no rubber you could try SD or try drilling and tapping a countersunk m8 screw in from the side to stop it spinning obv short enough so you can put the prop on without obstructing the splines as the prop goes on.

When that happened to me it was the pinion gear worn to the point of slipping against the forward drive gear. I'd hoped it was one of the above, but no. An ancient Mariner 9.9 2 stroke. In my defence it was a borrowed motor which I had serviced before use.

Got back to the mooring in reverse - it was a short distance and since reverse gear was like new (no surprise) it still barely engaged. I have since fitted a new pinion. Couldn't believe the price in the UK.
