We recently attempted to start boating with a brand new 2.9m inflatable boat with deep v keel and a brand new 4stroke 4hp Parsun engine. The outboard has never worked and has now gone back for a full refund.

There seems to be a huge array of outboard brands on the market and we are unsure which way to turn in order to buy a replacement.

Do we go for the most expensive ie a brand new Mariner or is there a better but cheaper option?

We're not mechanically minded so would appreciate any advice.

Welcome.
As a starter I'd say if you stick to the Mercury, Mariner, Yamaha, Suzuki, Tohatsu, Honda names you will be OK. Stay away from Parsun, Hidea as they are, at best, unknown quantities.
Others will have specific favorites for your setup.
 
The Mercury, Mariner and Tohatsu are all made by Tohatsu. Just badge engineered. So out of those get the cheapest. (there are some spec differences, like internal or external tanks)
