I have unused, out of date re-arming kits on board on a non commercial vessel.

Do they need to be in date?

Over the years, I've dropped several out of date ones into water and they have never failed. I suspect what is more likely to happen is that they gradually absorb moisture so the 'trigger level' of wetness is reduced, leading to them going off when you don't want them to.
However, I could only strongly recommend using in date release capsules. But don't bother changing the gas cylinder unless it's showing any sign of corrosion or doesn't weigh in range.
