Otter on board

Try a small tray or plate with gel bits that's sold to deter cats from crapping on your lawn. They won't like the orange oil citrus smell in them so should relocate to another roost.
 
If you left a ceramic or glass bowl with a rag, soaked in diesel, in their favorite lunch spot, I don't think they would enjoy their meal as much, surrounded by diesel smell. I sure wouldn't . They will probably seek a better lunch spot.
 
A motion detector, combined with some low consumption LED lights should solve the problem. Then, as a belt and braces approach, you could leave a load of mothballs around, yes they smell, but surely not as bad as Otter crp ?
Another cheap solution, would be for you to look after your mates Jack Russel, for a few days ??? Assuming you are spending time on board ?
 
My Moody came from a mooring on Strangford Lough, with the sails there was a semicircle of dark blue acrylic canvas and around the transom lip fitted with little stainless steel eyes at about 1 foot spacing. The vendor explained that this was made up to counter the otter problem you describe. They used to come up and over the transom, eat and defecate under the spray hood. Common problem there.
The cover is in my garage and if your transom is anything like a similar shape you would be welcome to it, or you get someone to make one up, they are quite nimble so it would need to be a good fit.

When someone left a trimaran here, with the hatches open for the winter, the otters really took up residence inside. You could smell the results from 50 meters downwind.
Make sure they cant get inside.

Bit to red neck for me. As a red neck hippy green otter lover from the SGI rather than the NGI.
