First you find a few small bubbles. Then you set to with the angle grinder. then you get over-enthusisastic.

Naw! He's fitting a camouflage kit to fool the barnacles.
 
And the bad news is....... There is still a lot more grinding to done, Light patched are glass that was never properly wetted out that has to be removed and replaced.
The dark spots are evidence of either moisture leeching out or residual staining, both must be removed to get back to solid and clean glass.

Most important is that the hull Must Be Dry Before any filling or coating starts.

Epoxy resin and cloth designed for use with epoxy (Not CSM) will have to placed and hull then faired with epoxy resin and 'closed cell' balloons. Then at least 4 coats of epoxy resin over that followed by a couple of coats of high build epoxy primer.

The next time she is hauled out she may have a few more spots to be ground out and treated. Many hulls are maintained this way and most of the owners see it in muck the same way steel boat owners treat rust spots when hauled out.
