what should I do with Out Of Date fire extiguishers? Can they be recycled? Where? How? Does it cost? Can I get a refund on empties?
 
Depends what they are. Many small ones are essentially throw aways when out of date, but bigger ones (and some quite small ones) can be serviced. I have some dry powder extinguishers with a CO2 cartridge propellant which can be replaced and the extinguisher re-dated. Some liferaft service centres also service extinguishers.
 
Some small local fire extiguisher repair / resale outfits will take them and refurbish/recycle . Some Fire Brigades take them (except old Halons) for use in Fire Safety lectures to outside bodies. Very effective in demonstrating limitations of small extinguishers.
 
Put is away and keep it until you (God forbid) need it.

When I bought Jissel, one of the extinguishers was 15 years out of date. I naturally replaced it PDQ, but being curious, I tried it before chucking it out. It worked perfectly. I now have 2 good in date extinguishers and a couple of out of date ones that I'm not relying on, but may give a bit of extra capacity should I ever need it.
