This is becoming a regular occurrence in this area.
The high cost of waste disposal in this country encourages unscrupulous types to do stuff like this for pecuniary advantage. Even if you get caught the fines are derisory.

Highly unlikely to be illegal disposal - they buy waste oil from you at the moment!
If you've got details my employers would like to know; their oily waste bill is alarming.
