The high cost of waste disposal in this country encourages unscrupulous types to do stuff like this for pecuniary advantage. Even if you get caught the fines are derisory.

I could think of far lower profile and less public places to dispose of my waste oil however.

Highly unlikely to be illegal disposal - they buy waste oil from you at the moment!

BBC now says it is thought to be fly-tipping. The EA suspect engine oil was poured down a surface water drain.
