On my PVC dinghy a rowlock is peeling off, can I just glue it with adhesive I would use for a patch?

Is there much advantage in changing to the pin type (the paddles need attention anyway)?

It depends on the material the rowlock is made from. If also pvc it should be fairly straight forward using a PVC adhesive after cleaning and priming with the appropriate solvent cleaner.

However, some fittings are made of a "rubber " type material , in which case the procedure is much more complicated.

All is described in the Polymarine instructions at https://www.polymarineshop.com/wp-content/uploads/2023/02/AdhesiveGuide-PVC-UK-Master2023.pdf
