Well they did keep boats moving when they all wanted to slow to a stop near the stage, and some disobeying the mooring regulations were moved on. Quite often they were the fastest boats to be seen!

So more acting as a stewarding function than an enforcement role?
As I understand it, the only income the EA receive from their attendance at Henley is direct costs with no profit contribution and their presence there does, of course, make them unavailable for duty elsewhere on the river.
