Nutcase in an Avon rubber dinghy

Anyone spot the nutter rowing a small Avon inflatable NE up the Thorn Channel today ?

Raining hard, vis varying about 0.5 - 1 mile, tide on mid ebb about 2 knots SW, this idjot was rowing as though his life depended on it nearby to Bourne Gap buoy, so at least 0.5M from shore.

No engine mounted and didn't appear to have a lifejacket on.

I approached slowly and asked if he was OK - 'just out for a row' came the jolly reply.

I called this in to Solent CG as a precaution. Was I right to do so ?

Definitely yes.
 
I was about to answer "no" and make a comment about freedom to row where you want to.
Then I fired up Navionics and had a look to see exactly where you meant.
It's on the edge of the deep water channel that all the massive cruise ships and tankers use!!

It's a "Yes" from me.

When I first spotted him he was about 10 or 20m to the channel side of the buoy. There was a largish coaster exiting Soton Water, although it did go straight on into the North Channel. I did then pass the Police catamaran who I heard call in also to Solent CG about 10 minutes later he was by then headed back to shore. At times the rain was so hard that it was not possible to see the shore.

He would almost certainly been under surveillance by watchkeepers at the National Coastwatch station at the top of Calshot tower as well.

I have been known to row my inflatable for exercise, but to row out on the ebb for the first leg, regardless of busy channels, seems foolhardy enough to suggest he may not have thought things thro very well.
