The motor is low power - relatively, as the worm drive makes a hefty reduction ratio and are about the same power as the wiper motors I suggested which work faultlessly and cost about a tenner from a breakers - compare that to Volvo prices!!!!!!

Just swap the relays, if one is faulty it'll go down, but not up. If that doesn't work, it may be a wiring fault or a faulty switch. See if you could swap the 12v supply wires from the switch at the relays (obviously the switch would then work "backwards"). Or, find out which wire is the live from the switch and run a temporary feed to it from any local 12v supply.
