You must have woken some bloody public servant in the Marine Safety dept of the Vic . Gov... with your postings about PFDs
In todays mail I get a request for my imput into a recommendation that all occupants of recreational boats, be required to wear a Personal Flotation Device AT ALL TINMES, to reduce the number of boating fatalities on Victorian waterways.
I answered the questionnaire, uusing some imput from your posting.. ie do all cruise ship passengers now wear PFDs in Vic waters.. ?

every time there is some sort of freak accident you will always hear somebody say "we must make sure this never happens again". everyone mutters agreement so our latest set of barmy legislation comes into force.

one day someone in government will realise that the only way to avoid boating accidents is to ban boating.

You think you ozzies have probs with your bureautwats? Just be thankful you are not part of the EEC. Latest 'justification' for their existence? A new set of rules about labelling high things as dangerous..... and the way its worded all mountains will have to have warning notices for any climbers who have the temerity to go climb them without realising that they are high.

Of course a hastily issued circular assures us (not!) that the regulations apply to industry, and not to mountains......

And I suppose all us raggies will have to post a warning notice on our masts to remind us that they are dangerously high?

But theres nothing actually new in this one - one ecclesiatical Insurance company has for many years required that only paid members of church staff are insured to rise more than 2 metres above the floor. puts paid to congregational yogic flying........!

Was a recent review of the requirement here in New Zealand and the outcome was that PFD's only have to be carried, except in the obvious cases like on surfboards - the legislation came into effect 12 months ago. This was after consultation with all of the recreational community. PFD's are to be worn, however, if operations or conditions warrant, but although there have been drownings of those without lifejackets I do not know of any precendent yet which makes the skipper responsible for that.

The cruise ship comparison is also not as frivilous as it may seem. We get the small pocket sized cruise ships here oriented at giving their well heeled passengers comfortable expedition type experiences and we see them often when away on the boat. The passengers get taken for land type "adventures" (like sleeping a rainy night in the NZ rain forest /forums/images/icons/crazy.gif) and visits in ribs or the ships launches and to the best I can recollect I do not think I have ever seen them wearing lifejackets. I am sure they turn up in Australia too.
