UKHO Permanent/Preliminary/Temporary Notices
1. ENGLAND - East Coast - Buoyage. Fouls. -
This notice confirms the Medway (ABP Ports) notice of the removal of the two ships moorings (Nos 1 and 2) west of Queenborough Spit and inserting two FOUL in place. The Medway notice reported that the old mooring chains had been left in place, hence the two FOUL.
2. ENGLAND - East Coast - NM Blocks. - Four new UKHO blocks for the Woodbridge Haven (Deben Entrance); each four variations of the same area for the two SNC and two SCC chart. UKHO does not display the buoyage beyond the SWB so refer to:

3. ENGLAND - South East Coast - Depths. Wreck. - This Notice confirms Preliminary Notice 4581(P) earlier this year reporting a reduction of depth over an existing wreck and two depths on the south side of the Margate Hook.
4. ENGLAND - East Coast - Depths. - One reduction of depth on the southeast approaches to Great Yarmouth. Unlikely to hinder leisure craft.
5. BELGIUM - Restricted areas. Buoyage. - The restricted area just to the west of the entrance to Blankenberge harbour has been redefined and marked by a moved north cardinal beacon and east cardinal buoy.
Local - this week all are for the River Thames
1. Erith Rands - Barking Reach Lighthouse - Replacement -
on or about Monday 11th November 2024, the replacement and upgrade of lighthouses at Crossness, Margaretness, and Coldharbour Point will commence. The construction and decommissioning works at each location (as illustrated below) will last for approximately 2 days commencing at Crossness, followed by Margaretness and then Coldharbour Point. Replacement lighthouses, consisting of a drop-down mast with new LED light (as illustrated) will be installed. These masts will be of a similar height to the current lattice structures, with approximately 8-metre masts, maintaining the existing focal height. To maintain consistency, they will be painted in the same red colour as the existing structures. There will be no change to the light characteristics. Once the new structure is installed and operational, the existing lattice towers will be decommissioned and demolished. Further details may be broadcast by London VTS on VHF Channel 14 or 68 as required.
2. Limehouse Reach - Hilton (Nelson) Pier Uxo Survey - between Friday 15th November 2024 and Monday 18th November 2024, contractors will be conducting a one-day UXO survey using Unmanned Aerial Vehicles (UAV) in vicinity of Hilton Pier. These operations will last no more than 1 day. The UAV flights will take place at both low and high altitude and shall maintain 50m clearance from all uninvolved vessels. The locations of these surveys are shown on the chartlet. Mariners should be aware of these operations and the possibility of safety boats in the area. The safety vessel HUSKY will be in attendance throughout the UAV flights and maintain a listening watch on VHF Channel 14. Further details will be broadcast by London VTS on VHF Channel 14 as required.
3. Lower Hope Reach - Grab Sampling Works - on either Monday 11th November 2024 or Tuesday 12th November 2024 the vessel Thames Guardian will be undertaking grab sampling in Lower Hope Reach, as part of the Clean Seas Environmental Monitoring Programme (CSEMP). Sampling will take place in the location shown and will take approximately 1 ½ hours. Vessels involved in the operations will display day shapes as required by the International Regulations for Preventing Collisions at Sea. Requests for vessels to proceed with caution or pass at slow speed will be made by London VTS on VHF ch.68, in accordance with the PLA Port Information Guide, under “London VTS”, section 4. Any further details will be broadcast by London VTS. International Code Flags ‘Romeo Yankee (RY)’ and a sign with the word ‘SURVEY’ on either side of the vessel. Mariners are requested to approach and pass with great caution. Mariners must ensure that wash and draw off are kept to a minimum. Further detail will be broadcast by London VTS on VHF channel 68.
4. Erith Reach - Coldharbour Jetty Works - on or about Monday, 11th November, 2024 contractors instructed by the operator of Coldharbour Jetty will carry out works to the riverside piles. Works are expected to take no longer than 2 weeks with operations occurring between the hours of 0800 and 1600. The chartlet below shows the general location of the works, indicated by the red box. These works will be carried out from Crane Barge “GPS501” and support vessel “SWS SUFFOLK” and will include the removal and replacement of damaged Arrestor Piles and lifting and rigging operations. During these works, any requirement to proceed with caution or at slow speed will be made in accordance with the procedure set out in the Port of London Authority’s Port Information Guide, under ‘London VTS’.
5. Sea Reach - Oikos Jetty No. 1 Works - on or about Monday 11th November 2024, contractors instructed by Oikos Storage Ltd. will commence works at Oikos Jetty 1. Crane barge HAVEN SEAFORTH is expected to be on location, with tugs HORTON and MERIT and workboat KING’S REACH in attendance. These works will include lifting operations; use of personnel baskets and MEWPs; and persons working on the waterline. Works are planned to be carried out 0700-1900, Monday – Friday and, on occasion, 0800-1300 on Saturdays. These works are expected to be complete by approximately 15th February 2025 and the general location of the works is shown by the red markings in the chartlet. Requirements to proceed with caution or at slow speed will be made in accordance with the procedures set out in the Port of London Authority’s Port Information Guide, under ‘London VTS’, ‘Section 4’ with the International Code Flags ‘Romeo Yankee (RY)’,
6. Woolwich Reach - Grab Sampling Works Woolwich Reach - on either Monday 11th November 2024 or Tuesday 12th November 2024 the vessel THAMES GUARDIAN will be undertaking grab sampling works in between Warspite Lower and Woolwich Ferry Moorings, Woolwich Reach. These works form part of the Clean Seas Environmental Monitoring Programme (CSEMP). Sampling will take place in the location shown below and will take approximately 1 ½ hours. Precations exactly as No 3.
7. Sea Reach - Survey Operations - on or about Monday 11th November, survey operations are expected to commence in vicinity of Sea Reach. The 3 survey areas are indicated by the red boundary zones shown on the chartlet. These survey operations will be carried out by vessel MEDWAY HUNTER, will involve use of a remotely operated vehicle (ROV). During these operations, all other vessels are requested to keep a minimum of 100m clear of MEDWAY HUNTER. These operations are expected to be complete no later than 13th November 2024. accordance with the procedures set out in the Port of London Authority’s Port Information Guide, under ‘London VTS’, ‘Section 4’

Re 5 Belgium: The western breakwater of Blankenberge harbour has been demolished and is being replaced by a new, longer harbour wall. In this phase of the construction part of the wall is under water at high tide. Early September a Dutch yacht passed on the wrong side of the buoys marking the construction site, got stuck on the wall, was holed and sank. The two crew were rescued, the boat was lost.
The buoys have been moved since.

Thanks to you both. TG's weekly report is always interesting to us English East Coasters. I'm hoping that the work at Blankenberge, my favourite Belgian port, will be finished before I get back there, but it's always good to be informed of changes.

Sorry to hear of the loss of a yacht even though the folk on board were saved.

Might the tide be a bit 'interesting' going round the extension?
There will be some acceleration where the current is diverted, but the effect won’t be anything like at Zeebrugge, where the outer harbour protrudes nearly 2 NM from the shoreline, causing a marked acceleration of the tidal streams and very awkward seas off the entrance.
