UKHO Permanent/Temporary/Preliminary Notices
1. ENGLAND - East Coast - NM Block. Depths. -
A UKHO block for Limehouse Reach of the River Thames and three slight reductions of depth in Greenwich Reach off Greenwich. Unlikely to hinder leisure craft.
2. ENGLAND - East Coast - Buoyage. - Two lit port hand buoys off Sizewell have reversed (.e. swapped) the light characteristics!
3. DOVER STRAIT - Depths. - Two reductions of depth east of the Sandettie west cardinal buoy. Ample water and not likely to hinder leisure craft.
4. ENGLAND - East Coast - Depth. - One new depth as part of the regular monitoring of the Sunk/Black Deep DW channel. This east of the Sunk Inner light. Ample water for leisure craft.
5. ENGLAND - East Coast - Foul. - A new FOUL on the eastern edge of the Tongue DW Anchorage (non-hazardous). It is marked PA so the position is approximate.

1. River Thames - Sea Reach - Oikos No. 2 Jetty - Temporary Speed Reduction -
following an incident at Oikos No. 2 Jetty, a temporary Speed Reduction is hereby implemented as described below in the interests of safety. Whenever Oikos No. 2 Jetty is occupied by a vessel, all traffic passing or navigating in vicinity of Oikos No. 2. Jetty must reduce their speed and proceed with caution and minimum wash. The attention of Masters is particularly drawn to Thames Byelaw 57 (“Wash and Draw-off”); and Section 108 of the Port of London Act 1968 (as amended), (“General Rules for navigation”). Mariners are advised that, in the professional judgement of the Harbour Master, in order to comply with this Speed Reduction, a vessel should not exceed a speed of 10 knots through the water in the relevant area and may have to proceed at a lesser speed in order to adequately manage wash and draw-off effects. This Speed Reduction will remain in full force and effect while this Notice remains published, whether or not the Speed Reduction is broadcast by London VTS and whether or not signals are displayed. This Notice will remain published, with its expiry date extended as required, for so long as it appears to the Harbour Master to be necessary. This Speed Reduction will be discontinued without further communication when this Notice is withdrawn. The location of Oikos No. 2 Jetty is indicated by the red markings on the chart extract. Further details will be broadcast, as appropriate, by London VTS on VHF channels 68 & 69.
2. River Thames - Lower Pool - King Edward Memorial Park - DIVING WORKS - This Notice supersedes and replaces M69-24, which is hereby cancelled. Mariners are advised of Tideway Tunnel Project diving works at King Edward Memorial Park, near Shadwell Basin including scour protection installation and fendering works on the new river wall. Diving works are expected to continue for approximately 2 months. The location of the works is shown in red on the chartlet. See in the Local List for the chartlets at Notices to Mariners. Divers will be operating in two areas during these works; to the front of the site installing scour protection from the barge DEVELOPER and to the sides of the site with the safety boat HUNTER in attendance. The vessels and dive teams will maintain a listening watch on VHF channel 14. Due to the nature of these works, requests for vessels to proceed with caution or pass at slow speed will be made by London VTS on VHF ch.14, in accordance with the Port of London Authority’s Port Information Guide , under ‘London VTS’, section 4. International Code Flags ‘Romeo Yankee (RY)’ will be displayed accordingly. All vessels are requested to be mindful of the nature of the works and of their wash when passing, and to be aware of vessels proceeding to and from the works. Mariners are advised to read Safety Bulletin SB8-24 which shows the limits of the extended speed reduction area whilst diving works are ongoing. Further details will be broadcast by London VTS on VHF Channel 14.
3. River Thames - Lower Hope Reach - Tidal Thames Fish Surveys - commencing on 08th September 2025 the Environment Agency’s Fisheries and Biodiversity team will carry out fish surveys in various locations along the tidal Thames. Working from the foreshore, fisheries officers will deploy seine nets with the aid of a vessel ROKER or similar. Deployment will take place around the slack tide over the corresponding High or Low water detailed in the notice. After a short duration, the nets will be retrieved to the foreshore. Vessel ROKER or similar will also carry out a trawl at the survey location. A table in the Notice details the Dates, Location and corresponding Tidal time worked and has chartlets (Ten 10) Use the Download button in the above quoted Local List for detail. Requirements to proceed with caution or at slow speed will be made in accordance with the procedure set out in the Port of London Authority’s Port Information Guide, under ‘Speed Reductions’ with the International Code Flags ‘Romeo Yankee’ displayed. A sign with the word ‘SURVEY’ will be displayed on either side of the vessel as appropriate and she will be maintaining a listening watch on the appropriate London VTS VHF channel.
The display of these signals will be in addition to any other lights or shapes required under local regulations and the International Regulations for Preventing Collisions at Sea. Further details will be broadcast by London VTS on VHF Channel 14 or 68.
4. River Thames - Sea Reach - Oikos 1 - Diving Operations - commencing on Monday 1st September 2025, and for a period of five days, diving operations will take place at OIKOS No. 1 berth on Canvey Island as shown on the chartlet. Workboat ‘STANLEY C’ will be in attendance and will be displaying the following signals while diving is taking place:
By day, International Code Flags ‘Romeo Yankee (RY)’, ‘Alpha (A)’ and a red flag near the diver’s point of entry into the water.
By night, illuminated rigid replicas of the International Code Flags ‘Romeo Yankee (RY)’ and ‘Alpha (A)’.
Requirements to proceed with caution or at slow speed will be made in accordance with the procedure set out in the Port of London Authority’s Port Information Guide, under ‘Speed Reductions’. Further information will be broadcast by London VTS on VHF 68.
5. River Medway – Chatham Reach - Euro Wharf – Dredging Operations - will be taking place at Euro Wharf in Chatham Reach. Dredging of the berthing box area in the upper section of the wharf is due to commence 28th August 2025 with completion expected by 4th September 2025. Dredging will be carried out by the WID vessel “Melwey” who will maintain a listening watch on VHF Channel 74 at all times and display the required signals for respective operations by day and night. Dredging will be focussed in the approximate area shown below and will be carried out over ebb tide periods. All vessels passing Euro Wharf are requested to navigate with caution, maintain a listening watch on VHF Channel 74 and reduce speed/wash accordingly.

BLACK DEEP - The PLA has issued revised General Directions. The precise wording is: (17.5) Except for Pleasure Vessels crossing the Black Deep, Vessels with an Operating Draught of less than 6.0 metres must not use the Black Deep Channel without the permission of London VTS.

So the temporary Standing Permission from the Harbour Master to CROSS is now replaced with the wording above. Please remember that lateral using the Black Deep channel does require permission from London VTS.

Nobody actually defines 'the Black Deep' but I think they mean 'anyway' down the Black Deep, i.e. inside or outside the channel buoys. I am pretty certain that the VTS people do not want to unnecessary hinder us and I reckon they would seldom refuse. A quick call to VTS is very obviously simple or a call to +44 1474 562215 if you were approaching. They would know what was coming or leaving and would be pleased to know your intentions.
