Try, www.wetterzentrale.de or www.ecmwf.com or .org, cant remember, anyway it's the "European medium range weather forecasting" they have the charts you need. Also the US site noapgs or summat!

ref NOAA, do you have the 'exact' website address - find this site confusing & seem to get Gulf of Mexico/Tropical Atlantic stuff, when looking specifically for weather along 40deg lat.
