Normal sail wear?

I am alarmed to find quite a lot of fraying at the "raw" edge of some of the panels in the genoa from my 10m boat.

This was made by a reputable British sailmaker and has not done more than about 2000 miles over two seasons - all cruising, no racing.

Any opinions on this?

Is the sail knackered or is the fraying superficial? To my uninformed eye it looks like it is not affecting the structural strength of the sail but I am concerned it may get worse.

sail panels are cut & sealed with a hot blade, this has failed in your case
 
Sometimes the hot knife missed ,that looks like it wasn't sealed from new .The seam has just been cut and the edge beyond the stitching has frayed.its unlikely to go much further as the stitching will stop it.
To tidy it up ,we normally trim off the fluff with sharp scissors ,then carefully run a hot knife close above the frayed area to try and fuse the fibres back to each other .

Have you discussed this with your sailmaker? It would be my first point of contact, I am sure they will be keen to see what the problem is.
