Not replying to anyone in particular but it is possible to do this trip in a £10k boat. JRB has come up with some good examples of boats that will cross the channel and then comfortably do the canals through France to the Med. Ideally you want a diesel boat as petrol won't be easy to find in the inland waterways and this is where finding a £10K boat may be difficult, unless it is quite old with a small diesel.
For the record I have crossed the Channel twice in my 25fter and not Dover-Calais either. First time was Lymington - Cherbourg and on the way back the second time I went St PP straight to Brighton, some 125nms.
