Professionally I use Dreamweaver MX and if you've got scads o' cash to spend go for that, but if you're wanting something good and cheap/free there's plenty of great freeware around, i.e. totally free to download and use, not a 30-day trial but the full thing. Possibly the best one I've seen is (also have a look at the <A target="_blank" HREF=http://download.com.com/3302-2048_4-4687625.html>user opinions). There's a Web 'tour' of the software Web developer section of download.com, where you'll find loads of software to download and try, including user opinions, what the editors feel is the best stuff, etc. A really good resource.

To any boatowner in-expensive is probably relative to the size of boat, but recently I bought Serif Webplus 8 for about £50. It was bundled with Photoplus 7 and a 3D imaging programme.
As a beginner it was easy to use...... loads of templates, icons, and clipart etc.

rustyknight has got it right, but you can use msword if you want to, just do it and save as html, then get an ftp client and upload it.
jan pcpro has got a 30 day evaluation copy of dreamweaver (the dogs bollocks of web authoring software) on the cover disk if you really want to twist your brain.
