No lock nuts on seacock?

Hi all.
I have two cockpit drains with crossing pipes to two sea Cocks.
One is a Blake’s and has long bolts for adjustment and locknuts underneath.
The other I believe is an “SL” and has much shorter bolts and no thread out the end for a locknut.
It all seems fine so it’s just a question of is this normal?

I wouldn't worry about it - cockpit drain seacocks are rarely used (although it's worth closing and opening them every 6 months or so to stop them seizing up).
 
As an aside, I know crossing pipes are common, but why do they do that? Surely if you're heeling over to one side, you'd want it to drain out, which if the through hull is in the high side, it won't do.

Is there something I am missing, like on some boats would water come back in via the drains?
