New Marina on Thames?

Any of you know about those very new, unused finger pontoons on the Thames, big ones look like they will take 50 footers, about 6 of them so probably 14 berths, just under Canary Wharf, next to the little wharf & marina - don't know the name, but saw them their while visiting daughters flat, and being unused, and new looking and empty, just wondered if they were going cheap because no one can be found to moor there?
 
She lives at Trafalgar Way - the new pontoons are adjacent. Seems like south of the island. Perfect location, theres a small collection of river boats, barges around the corner. The place was deserted. Waiting for customers? Can't give you any more info, but wanted to contact the owners to see how much....
 
Think these are the ones near Poplar Dock Marina next to Billinsgate market?
Poplar Fock is a BW Marina which is full with waiting list I believe. Asked a friend who has a narrow boat there recently about the new pontoons and were told that they are for "big boats" - Dutch barges etc, presumably liveaboards.
