New licensing proposals

There is one activity in our daily lives which seems to me should be licensed that is not.

The individuals operate a machine with tremendous power, can and frequently do cause through their irresponsibility a tremendous amount of irreparable damage, ruining many, many people's lives, and yet any idiot can do it without passing any kind of licensing exam, or any other kind of exam for that matter, and they rarely have to face any kind of sanctions for their actions.

I refer of course to the bureaucrats and politicians who dream up licensing and other regulations that affect all of us. Should their activities be licensed?
