"The Environment Agency does not allow boats to be moored two abreast. We cannot accept bookings from boats wishing to moor two abreast and we reserve the right to enforce this rule on site as necessary."

Is this a new overall EA rule?

Is it a local bylaw just for the festival?

Or is it the organisers attempt to protect their revenue by mis-quoting the EA?

The only standard EA guideline I know about is a general one about not blocking the fairway
 
Think that's local EA advice for boats mooring at the rewind, Regatta, Festival etc... due to the large amount of traffic moving at all times and in the dark. Also dare I say it a request from the local rowing clubs, its the busiest reach on the river at times.
 
Rewind only rule.

Rafting up is fine anywhere else. There's usually up to ten boats rafted up on the hook in the middle of the river during the event.
