Hi,
I'm new to boating but just bought a 1990 small boat with 20HP outboard. It has some Oars in the cabin and I was hoping these metal plates on the boat edges would be what holds the oarlocks.
But someone told me not.
What are these please?

Yes one each side, about half way down, about level with steering wheel
