I am informed that as of 1/1/2013 red diesel is no longer allowed for heating on pleasure craft in the NL.
Any pleasure craft having red diesel aboard except for powering generaters after 1/7/2013 will be liable to a fine .
This info doc is available on the Douane.nl website.
Is this old or new news?

There are houseboats which by boat bunker stocked with red diesel for heating. These boats are not accessible with a tanker.
The bunker boat carries only red diesel
for commercial shipping. How does the Customs
with such situations? With effect from 1 January 2013 houseboats only
white diesel use. The houseboats will therefore have to be supplied with white diesel.

Documentation does not mention pleasure craft from the UK that have legal grounds for carying red diesel.

I guess make VERY sure that you can show you have legally used red diesel if you pop over.

You can no longer buy red diesel in NL as a consumer starting January 1st.

I know their high tax / high spend systems work for them, but why foist it on us?
It works for us over there too! Virtually free waterway usage ( with no BSS!). Compare that with the need for an expensive licence from the Environment Agency, CART (ex BWW) Navigation Trusts etc. to use similar facilities in "rip-off" Britain.
 
Don't panic! Its already illegal to use red diesel you bought in holland to propel your boat. And it's obviously going to become illegal to use it to heat your boat. However, the dutch have allowed the use of red diesel in british boats in the main tank if you can prove you paid the duty in the UK. You can't have it in cans as I presume they think you could have bought it in Holland whereas you can't fill your tank with red diesel there as there are no marine outlets selling red diesel - it's now all white.

So regardless of the rules for dutch bought red diesel, I can't see them changing the rules for the red diesel in your tank bought and paid for in the UK. Mind you, a small separate tank for the eberspacher or cooker might be a different matter.
 
I took her over to the Netherlands (please use this rather than Holland which is ony a part of the Netherlands and can be a bit like caling the UK England when you are in Scotland or Wales) last year. It is a great place to sail and visit so I would not let the red diesel issue put you off. Out of courtesy I would not go over there overloaded with red diesel - rather I would fill up when I got there and have the receipt to hand in case customs want to see it. As others have said is is important to have reciepts for the fuel you have bought in the UK to show you have paid tax on it.
Does anyone know of a marina selling white diesel ?

The only information we have on this at the moment is the briefing note published by Dutch Customs (attached).

I'm afraid my Dutch is virtually non-existent but on a very rough translation it seems that, from 1 January 2013, Dutch Customs are intending to apply the full rate of duty to all diesel in the Netherlands except for that used in commercial vessels. We have asked colleagues in the Netherlands to confirm this.

On the basis that red diesel has officially been unavailable for recreational craft for several years, however, this change would not appear to have any impact on the availability of diesel for recreational craft in the Netherlands.

I am also not aware of any change in the position of the Dutch authorities regarding the use in recreational craft of red diesel purchased legitimately outside the Netherlands.

from 1 January 2013
(Except for ships other than pleasure craft)
From 1 January 2013 is highly loaded semi-heavy oil and gas oil
(Not provided with identification means) for sale for consumption in
Netherlands. The red diesel will only exist for the exemption
of excise duty for ships other than pleasure. There is a
transition. Do you have red diesel in stock? Then
the difference between the low and the high excise duty excise duty

The changes at a glance:

Report your stock red diesel

You need the latest Tuesday, January 8, 2013 how many red
diesel (low loaded semi-heavy oil and gas oil) on 1 January 2013,
0.00 am in your inventory in your warehouse in the Netherlands.
Over that amount you must pay excise difference.
The difference is € 181.42 per 1,000 liters semi-heavy oil and / or gas oil
oil at 150C see the table above.
You should always pay extra?
No, you only need to pay the excise duty to be paid
exceeds € 250. This means that you should do when you return to
January 1, 2013 a stock red diesel have more than 1380 liters.
Does everyone have to pay extra?
No, end users only need to pay if:
• final one or more storage tanks with red diesel
(Semi-heavy oil or gas) in which a total of more than 5000 liters
oil, and
• on 1 January 2013 more than 1380 liters fuel.

Who are end users?
End users are individuals and companies that have red diesel
purchased for own consumption. Examples:
• agricultural companies that have red diesel for filling
the fuel tanks of their tractors and agricultural machinery
• transport companies that have red diesel for filling
special tanks on their trucks that serve to drive
of equipment, such as cooling units
• companies that red diesel for filling the fuel
tanks of vehicles which are only in their own field (and thus not
on public roads) drive.
Declaration on www.douane.nl
You can use the form "Declaration Excise expire lightly loaded semi-heavy
oil and gas' from early December 2012 download the
Internet site of the Customs: www.douane.nl. Fill in the form
and send it to the Tax and Customs. The address is on
the form. Do that by 8 January 2013.
You should always report it?
No, you only need to declare if you have to pay extra.
Note:
For highly loaded semi-heavy oil and gas oil, you do not report it.
You do not need to declare if an exemption because
fuel intended for vessels other than pleasure.
Prohibition holding red diesel change
With effect from 1 January 2013, diesel red (medium petroleum oils and
diesel with identification means) only available
are as in the following tanks:
• fuel tanks of vessels other than pleasure craft, unless
the mineral oil is used for the propulsion of ships that
• storage tanks for mineral oils intended for use from there
to be delivered in:
- The tanks of vessels other than pleasure craft, or
- Cargo tanks of vessels, vehicles and rail wagons
• storage tanks from which mineral oils are delivered into the
fuel tanks of vessels other than pleasure craft, provided
these ships are owned and consumed by the person
who has access to these tanks.
Transitional arrangements
Other tanks and fuel tanks than the aforementioned
tank with red diesel are obviously not empty directly on 1 January 2013.
Until 1 July 2013, you therefore these mineral oils are stored in
these tanks. Traders who still have these mineral oils may
this until 1 July 2013 delivery. If you red diesel for January 1, 2013
order, you must keep in mind that with effect from 1 July
2013 red diesel no longer allowed to have.
Obviously, it is never permitted to 'red diesel
to have fuel tanks of motor vehicles on the road and in
fuel tanks of pleasure.
No more permits for storage of red diesel
For the storage of red diesel (semi heavy oil and gas provide
recognition of assets) from 1 January 2013 no license
longer necessary. Existing licenses for the storage of mineral
oils with recognition means pulling the Customs.
Control refund of excise duty in case of 'technical
or logistical reasons "expires on January 1, 2013
You can no longer reclaim excise duty for heavy duty semi-heavy
oil and gas because you highly loaded for technical or logistical
reasons not lightly loaded semi-heavy oil or gas could be used.
This applies to highly loaded semi-heavy oil and highly loaded diesel
consumed after 31 December 2012.
Arrangements for the refund of excise

Non-profit organizations can not ask for excise return
semi-heavy oil and gas they have consumed for heating purposes.
This applies to semi-heavy oil and gas oil consumed
after 31 December 2012. The refund will be continued for LPG
(Liquefied petroleum gas).
Arrangements for the refund of excise
large consumers expires on January 1, 2013
Consumers of semi-heavy oil, gas oil and LPG (liquefied
made petroleum) can not ask for excise return
these fuels are consumed after 31 December 2012. Until that
date may be requested reimbursement of duty as these fuels
for own consumption are purchased (involved) and the amount
per year was greater than 159,000 liters semi-heavy oil, 153,000 liters
diesel fuel or 119,000 kilograms LPG (liquefied petroleum gas).
