Nelson anyone?

So, what's a "picket boat" can anyone tell me ? They look like a steal at £27k, but I wouldn't want a mobo in today's climate.

They were used at BRNC for training officers in boat handling, seamanship, navigation, leadership and so forth. Used for exercises and some final assessments for the officers under training.

The college has a number of different types of boats, on which all (even nursing staff) are expected to qualify. The Nelsons were the largest of the classes.

In essence you are being sold a boat which has been hammered by generations of RN Officers :)
I'd guess, though, that more than a few pounds were in the maintenance budget, to be fair.
