aka the taxpayer :):):)
....................just saying, hang a mo just going to tighten my belt a bit more .............
and being a bit of a sceptic old or new money ? , this bunch have habit of reannouncing the same money.

£9.6 M ?

It cost £3.6 million to refurbish a single lock down ere on the Medway.

Those sticky out bits in the lock gates ? , you have to get off your boat and push on them to open lock gates and if you wait for somebody to take your lines, you might be there awhile. :)
There are some other things you have to do to let water in / out but its all a bit complicated to go into here.

here was my 10:
1. load testing winch point to enable efficient gate collar replacement
2. Lock Keepers on duty
3. Plan to tackle non license paying boats restricting access to visitor moorings
4. working pump outs
5. remove the nonsense flow restrictors on water points as these are not on any water points at marinas or canal networks
6. A single point of truth of announcements and restrictions, sometimes they are on facebook, sometimes they are on Gov.uk site, sometimes you have to check Maria Herlihy twitter feed https://twitter.com/MariaHerlihyEA?s=20
7. proper management of the banks and trees, it's like going through the amazon rain forest between Clifton Hambden and Culham.
8. Ability to book and reserve short term lock mooring, we rang up to book a mooring on a Thursday for the coming Saturday and received an email a week later!
9. more short term mornings
10. Plan to better educate swimmers, paddle boarders, scullers and sailing dinghy's that have a blatant disregard for the rules of navigation

Under the Thames Byelaws, paddle boarders and scullers have a different set of rules to sailing vessels which have a different set to powered vessels. in quite a few of the RUG notices we've seen of discussions between clubs, it seems that each group don't fully understand the rules applying to other groups.

That's all revenue spend, no need for capital to achieve all that, just the will.
