The red lights are called 'masthead obstruction lights' and are fitted in all warships and military auxiliaries, and in other large vessels that operate aircraft at sea.
Typically, warships burn their 'mols' when at flying stations (ie landing or recovering helicopters) or when conducting operations involving aircraft or other forces (including, interestingly, divers and small craft).
The all-round white light in the bows is simply the internationally-recognised signal for a vessel at anchor or secured to a buoy.
